SCHIP Veto Fails Again

As expected, the House of Representatives once again failed to muster enough votes to override President Bush's veto of the $35 billion expansion to the State Children's Health Initiative (SCHIP). The vote was 260 to 152.
The expansion would have been funded by a steep increase in the federal excise tax on cigarettes and cigars.
In December, President Bush signed a bill extending the current funding of SCHIP until March 2009. "While it is always possible that Democrats will introduce another SCHIP bill in 2008 to force Republicans to vote on the issue, it now appears likely that the issue will be pushed into 2009," said the International Premium Cigar & Pipe Retailers Association at the time.
